Moreover, the senior offical such as Espinosa, the female minister in Mexico condemns personally that it is a " discrimination policy" to the Mexican by segregating all the passengers who have take the same plane with a Mexican patient, and suggests that the Mexian not go to China to travel. What she has done is to negelect that segregation is the method used to prevent inflection commonly used in the whole world and to disregard that China was the first nation to assisted Mexico largely in the form of charter flight in this epidemics.
Dear! It is human to be unwilling to wear the "epidemics originality", however, which can not be used to sacrifice the fact and truth, even the the responsibity to the life security of people in the whole world . It would be too dirty and obscene once the human was imputed on other people.
Besides this, when reflecting all the tempests in recent years, it is clear to see that in some nations and public opinions, China was an object convenient to be condemned naturely once there were some bad things happen in the world. How does it happen? Formly, the western-style indirect democracy has the internal impulse of shifting the blame on to others strongly, at this momnet, some vested interests group in some vested interests nations is fearing and anxious about the rising of the comprehensive national strength of China, moreover, it is these nations and groups who are mastering the discourse hegemony of the current international press, thus, bringing blame on the image of China is not only qulified with their demand but also shows their advantages. As for some forces participating in this disguesting action, for one thing, in the domestic, they can conceal their incompetence by passing the buck and putting the blame to others, for another thing, in the international, they can win certain external " support" by catering to the favor of hegemony countries.
Why aren' t they happy?
I have no prejudice against Mexico. The common aversion to Mexico doesn' t exist among Chinese. However, I am filled with indignation at what some of Mexican politician have done. And I can' t help reminding the public of Mexico that they shouldn' t be manipulated by their politician at will. Since entering the new century, Mexican, the second largest economy in Latin America, saw a quite slow growth rate. From 2001-2008,only 2002 was an exception ,the growth rate of Mexican economy was far lower than the average growth rate of developing countries and regions in the Western Hemisphere. In last year, the gape of growth rate even expended to 2.9%(the growth rate of Mexican economy was 1.3% and the figure of developing countries and regions in the Western Hemisphere was 4.2%).The "Global Economic Outlook" issued by International Monetary Fund in April predicted that the Mexican economy will shrink by 3.7% this year, while the average shrinking rate of developing countries and regions in the Western Hemisphere will be 1.5%. The statistic report released by the Financial Department of Mexico on April 30th showed a 7% drop in the first quarter comparing with the same period last year and the population of newly-added unemployment people has increased by 0.372 million. The Mexican Central Bank predicts that the economy of the year will see a 3.8%-4.8% drop. Against this background, it will be advantageous for those in power to tarnish China as the source of swine flu and to blame the poor economic performance on discrimination from China and other countries.
This is not the only case that Mexico blame China without any reason. China' s foreign trade business suffered most from it. Quite a number of enterprises leaved Mexico for China because it raised business-running tax and failed to roll out new policies to appeal foreign investment. The first half of 2002 saw 12% up of China' s export to America and 10% drop of Mexico' s export to the same country. The government officials and entrepreneurs of Mexico didn' t reflect upon what we had done in the past but vented his anger on China. It is reported that from 2001-2002, less than a year, neatly 280 foreign invested assembling factory had fall down with 50 thousand people lost their job in BAJA CALIFORNIA. Three quarters of these companies have left for China. The minister of financial department of Mexico even planed to appeal to WTO for this situation to prevent China from "stealing" its export market and foreign investment.
Blaming others without any basis will serve to shift responsibility but not to improve you. The same principle goes to both individuals and countries. Just let the politician to show off their ability to call white black. Let them win their vote with this trick to come into power. The opportunity for us to catch up with and leave behind our competitor will be enlarged when the converse eliminate mechanism become stronger in the competitor' s civil politics, when the incapable politicians serve in their government like a duck to water. In international competition, the best gift that a country can receive is the competitor' s country is controlled by the incapable.
