California is burning -- again! This time around there aren't enough firefighters to quell the blazes. If that's not bad enough, the blazes have not yet begun burning in heavily populated southern California. Some say it time for neighborhoods to create their own fire brigades, and take matters into their own hands. Imagine if a wildifre impinged on your neighborhood -- and no one came.
